First of all thank you for your assist here!
Basically the answer is yes, sure, we are always welcome for pull
requests, you can find our asterisk repository on GitHub:
https://github.com/sipwise/asterisk
The requirements from our side is quit simple:
1) new asterisk version should be stable
2) new asterisk version should have all current functionality
3) it is nice to use new version from wheezy-backports:
1:11.13.1~dfsg-2~bpo70+1 to simplify upgrade and support
Probably, the biggest problem for upgrade will be voicemail application:

It has huge amount of changes comparing to original one (~1K lines).
Are you still willing to try migrate it to new Asterisk? :-)
If so, lets do this, I can provide you access to trunk Vagrant VMs,
so you can try to do this in latest codebase, or you can take mr3.7.2 VM

and try to upgrade Asterisk there trying to keep voicemail functionality
