[Spce-user] subscriber number cannot start with 0

Thanks for the super fast response. Will I need to do ngcpcfg apply
If so, I have never been sure on that one - will it drop calls if apply
that? In which case I will do it after hours, but we don't really ever have
an after hours :-)
