I'm not pretty sure I understand your question correctly.<br>

Btw, if I understand right, you would like to set a Call
Forwarding if Unavailable to a number which is an alias of a
subscriber and, if this subscriber is unavailable, you would like
to route the call via a peering and not directly to the alias.<br>
<br>
In this case, if we have the following alias 4312345 for the
subscriber <a class="moz-txt-link-abbreviated" href="mailto:bob@mydomain.com">bob@mydomain.com</a>, then you can set a CF (if
unavailable) like this: 'forwarded_4312345'.<br>
So, if you call directly the alias, the call goes to
<a class="moz-txt-link-abbreviated" href="mailto:bob@maydomain.com">bob@maydomain.com</a>. <br>
But when bob is unavailable the call will be forwarded to
'forwarded_4312345' (that's not an internal number). Then you can
remove the prefix 'forwarded_' and route the call through a SIP
peering.<br>

forward when unavailable, that if it forwards to a number that
is in the alias list, it wont route it to spce, but directly

customers whom are on our network phone the number, we would
