Yes, definitely a Chrome issue.

On another note...do php-5 classes already exist to consume the provisioning
wsdl document?

Hmm, interesting. Looks like Chrome converts the HTML names in the
string "sip:+<E.164number>@<subscriber.domain>" to their
corresponding characters and then chokes on the "<subscriber.domain>"
tag. Happens in some cases with XML transformed via an XSL, looks like a
bug in Chrome to me.
