i think i got it.

  diferent carrier and customer billing profiles and a mistake in one of them.

 now is rating again. but i have a doubt.

 in the rate, the doc says cost in "cents per second"

the rate is really low, so i am thinking it should be "cents per minute"

Yes, but that's the carrier cost, the customer cost is 0. And from the
data I got this should not be possible.
