[Spce-user] importing billing fees

[VoxCentral Porting]

Hi,

 Trying to import a csv but receiving "Invalid destination prefix/suffix
at line 2" error in admin interface.

Here is the first few lines of the CSV. I've tried a few different ways
and all return the same error. line 1 matches the config.yml csv_fees
list.

Any ideas on what is incorrect?
