Oh, that's caused by a configuration error in the base configuration of
the provisioning interface. Could you edit
  /etc/ngcp-config/constants.yml
and remove "System" from the ossbss.provisioning.backends.enabled array?
Then issue "ngcpcfg apply" and "apache2ctl restart".
