Could you please make a ngrep or tcpdump capture? The request is sent to the
subscriber, but we can't see here which the reply is. Maybe the phone is in DND
state, or the codecs are not compatible... Looks like the phone rejects the
call.
You can use ngrep-sip (already installed in the system) to debug this.
