[Spce-user] German Translation for Customer Self Care

Hi,

i've translated the Customer Self Care Webinterface: Attached the "de.po".
It needs to be installed under "/usr/share/ngcp-www-csc/lib/csc/I18N".

Might be an idea to add that to the repository...
