[Spce-user] Maintenance release for sip:provider CE

Hej,

we just released an update for the sip:provider CE 2.2 provisioning and
web interface. The update includes bugfixes and minor enhancements, no
new features or bugs (hopefully). We recommend you upgrade your systems.

Note: After upgrading the system, you may have to use "shift+reload" to
reload the CSS in your web browser and see the layout fixes.

Take the chance and verify you also have the latest Debian security
updates installed. ("apt-get update && ap-get upgrade" should do that
for you, besides installing the new NGCP packages.)

The changelog contains the following issues:

ngcp-ossbss:
   * allow access to get_localized_string and get_preferences via SOAP
   * fixed create_voip_account parameter in WSDL
   * sorted XML parameter logging and removed linebreaks for syslog
   * remove XMLNS from simple-type responses, XML-RPC does not like it
   * fixed empty response for XML-RPC, we always have to return something

ngcp-www-admin:
   * automatically reload apache on package upgrades
   * removed $self reference from login object, reducing session size
   * recovered pagination styles and adapted them to new design
   * better column widths in subscriber view and search listing
   * fixed "Active Registrations" display
