[Spce-user] Provisioning interfaces configuration issue

Hello! 

Having problems configuring provisioning interface.Carefully
followed instruction provided here
http://sipwise.com/doc/2.2-rc1/spce/ar01s07.html 

run: 

htpasswd -nbs
apacheuser apachepass 

got returned something like
this:

apacheuser:{SHA}5QN2CFyNPdp1/Y2loOcwgOSMO6o=

then I took new
credentials an inserted into /etc/ngcp-config/config.yml file

looks like
this:

ossbss:
 htpasswd:
 - user: apacheuser
 pass:
'{SHA}5QN2CFyNPdp1/Y2loOcwgOSMO6o='

then I run:
ngcpcfg apply

process
went through without errors.

then tried to log into
https://:2443/SOAP/Provisioning.wsdl [1]

no success

NEED HELP
