Ok I did the latest upgrade, but now I have the same issue again. It 
seems that no rewrite rule match. The CF number starts with +49xxxxx
May I'm currently confused by too much rule changes during the last 
hours. In my last try I just added the following to every rewrite rule:
^(00|\+)([1-9][0-9]+)$    \2   inat2E.164

The expected number format on my class 4 switch is E.164.
