I have to correct myself, this is currently not true for emergency
numbers. These are handled separately, as it is not yet possible to use
subscriber-specific replace patterns (like the subscriber's area code)
in rewrite rules.

If you want to disable prefixing, look at the kamailio configuration in
/etc/ngcp-config/templates/etc/kamailio/proxy/proxy.cfg.tt2, search for
ROUTE_EMERGENCY. Make a copy as proxy.cfg.customtt.tt2 and edit that
one, do not edit the original file. Changes in the customtt.tt2 will be
applied by "ngcpcfg apply".
