There are two possibilities to achieve what you want: First, you can
assign two numbers to one subscriber as you suggested (see below).
Second, you can just create two subscribers within one account. The
difference is: with the second approach you will have two independent
SIP endpoints, not just one.

Actually this *is* already implemented in the CE 2.2, though not yet
fully supported. (But you can assign several E.164 numbers to a single
subscriber via the SOAP / XML-RPC interface if you absolutely have to.)
The upcoming CE release will allow to assign several numbers to a
subscriber via the webinterface too, and all parts of the system
(provisioning, billing, call routing, voicemail) have been verified to
handle them sensibly.
