Because the domain part usually depends on where the call should go to,
and this could be difficult to decide in Sems.

In the proxy, you know that the call goes to the peer or to a local
user, so you can easily set the domain part accordingly. Yes, it'd be
possible to just hard-code it for every call (and most of the sip
clients won't care), but it's not clean either.

Anyways, beside the To header, the OP also needs to set the Contact to a
specific format (which is outright stupid as well), and this can't be
fixed easily, unless you also change
/etc/ngcp-config/templates/etc/kamailio/lb/kamailio.cfg.tt2, which maps
the internal contact sip:user at 127.0.0.1:5080 to sip:ngcp-lb at public.ip to
prevent far-end nat handling due to the private ip in the contact.

So all in all, the sip peering provider in question is really not suited
to connect a class5 to it. It'd be possible, but not easy.
