It's good that the grants issue has been solved finally. :)

We noticed your carrier database issue in our recent tests and are
discussing a way to resolve this with our rolling database process.
Notice: only upgrades to 2.5 coming from 2.2->2.4 are affected,
fresh installations of 2.4 aren't affected.

We'll provide a fix ASAP.
