Well, usually you don't need "Local to E.164" rule for the caller, as
normally phone is provisioned with full E.164 CLI, and some care must be
taken when using "Local to E.164" in Inbound rewrite rule for callee.

But the rules as displayed should work in general case.
You are saying you still cannot dial without country code? What does
kamailio-proxy.log say? You can do: tail -f
/var/log/ngcp/kamailio-proxy.log, dial number in national or local
format, then paste the contents of the log file.
