No, in admin- and csc-panel it's always bound to an account/subscriber.

Searching thru *all* CDRs is only possible directly in the DB, like this:

# mysql accounting -e "select * from cdr where xxx = xxx\G"

There are currently no plans to implement such a view in the admin panel.
