Yes, the problem here is that the upgrade script tries to create a unique
key which fails due to a duplicate. The downgrade script tries to remove
that key, which of course does not exist. Need to look into that revision
more deeply, please expect a fix by tomorrow. The error is caused by
identical peering rules, in your case it are the empty rules.
