Well, this is some legacy stuff - we're trying to export costs which
haven't been covered by the balances, so these can be accounted for
externally. To be exact, if the account carries a cash  balance, the
call cost is subtracted from the balance and the call is reset to 0 (the
call has already been paid for, so the customer isn't  charged anything
for it). While we are thinking how to improve it you may edit
/usr/sbin/rate-o-mat, and comment out
$$r_cost = 0;
in lines 525 and 540. Then do /etc/init.d/ngcp-rate-o-mat restart.
