[Spce-user] webservice to see all accounts registered, or timeouts with times for a daterange

What would be the most efficient way of getting accounts that not
registered, and accounts that are flapping.



For example if we want to see accounts that are flapping, maybe i can just
get timeouts, and then use that data etc?
