[Spce-user] Static IP authentication

Is it possible to configure a subscriber with a Static IP address?  This way
the subscriber would not need to register with the spce.  Inbound calls
would simply be routed to the IP address, and outbound calls would be
allowed as long as they originate from the static IP address.
