[Spce-user] import billing file

Hello Andrew and everybody,
I have a look at this file but at the end of the file I have always the 
same lines
Mar 22 10:40:53 sipwise rate-o-mat[1251]: No new CDRs to rate, sleep 10
Mar 22 10:41:03 sipwise rate-o-mat[1251]: No new CDRs to rate, sleep 10
Mar 22 10:41:13 sipwise rate-o-mat[1251]: No new CDRs to rate, sleep 10
Mar 22 10:41:23 sipwise rate-o-mat[1251]: No new CDRs to rate, sleep 10
Mar 22 10:41:33 sipwise rate-o-mat[1251]: rate cdr #105
Mar 22 10:41:33 sipwise rate-o-mat[1251]: No fee info for profile 3 and 
user 'n1114' or domain 'n1114 at voip.ibreddigital.net' found
Mar 22 10:41:33 sipwise rate-o-mat[1251]: Error rating CDR batch: No fee 
info for profile 3 and user 'n1114' or domain 
'n1114 at voip.ibreddigital.net' found

Since this error (early this morning) I'm not getting more lines in this 
file. Is this normal? Is there a way to restart all sipwise services 
without restarting the server?
Yesterday the billing worked in a few tests I did, but since I have 
uploladed the fees file this morning, it doesnt' worked any more. I've 
tested with many different patterns but no success.
