[Spce-user] How to rate the peerring costs different from customer costs

Are the values of accounting.cdr.carrier_billing_fee_id the same as for
accounting.cdr.customer_billing_fee_id, or does it link correctly to
billing.billing_fees.id directly in MySQL?
