[Spce-user] re-generate cdr records

Hello,
You can do this by setting rating_status to unrated in the cdr table.
To re-export CDRs you have to set the exporter-lastid in the mark table
accordingly. Please note that *all* CDRs with an ID above that value
will be re-exported, not only the re-rated ones.
