[Spce-user] NCOS Problem

Hi!

I have problems to understand how NCOS works.

I have created 2 empty NCOS Levels:
   "empty_blacklist" --> blacklist
   "empty_whitelist" --> whitelist

When the subscribers does not have any NCOS applied, everything works 
fine. When applying an NCOS Level I would expect that the 
"empty_blacklist" still allows all destinations, but the 
"empty_whitelist" denies all destination - is this assumption correct?

A) I provisioned the subscriber with empty_whitelist as 'ncos'. Then all 
calls gets blocked with "Blocked by NCOS level". This is what I 
expected, nevertheless the log messages confuses me:

The 'NCOS LNP check blocked for missing provider id in whitelist mode' 
confuses me - is there something I forgot to provision?
