[Spce-user] Restart Billing

Hi good morning,

This sent me put it by sql, but only updates the column rating_status
and puts all unrated(mysql billing --> update cdr set
rating_status='unrated';). But I return to check that is what I meant.
What I want to do is to redo the contract to bill again, because by then
fix any errors that I miss bill and want to find a way to fix it without
having to do the whole entire server.
