Ok found the issue thanks to Dave and ssh access to his host. This was an
openvz container downloaded, not a normal debian install. So rsyslog was not
installed in the system as a normal debian installation would have done. We
provide configuration templates for rsyslog as this is the default syslog
server in debian but we do not hard depend on it. 

I'll release a new version of the metapackages which will explicitly depend on
rsyslog so even these containers or bootstraps will have rsyslog installed.
