Hi Gene.

That's because the script failed in the first place after adding that line and
now it tries to do it again.

Please apply the 9868.down script first to remove the partial changes and then
try to upgrade again.

mysql < /usr/share/ngcp-db-schema/db_scripts/diff/9868.down
