[Spce-user] reject call from pstn if callee is not local

Are you sure that you have created a subscriber and his E164 number or username
is 968407243? Or is this the local format of the number? I'd say that the E164
number you created is 34968407243

If the number is not matching you might need to normalize it via rewrite
rules.
