[Spce-user] Failed to create domain

hi

as somebody faced already, i also met "failed to create domain" when tried
to Create Domain.

- "Failed to create domain. (A service could not be reached, "127.0.0.1",
port 5582)"
- /var/log/ngc/oss.log
Aug 22 18:47:07 sip /usr/sbin/apache2: Failed to create domain.
(DBIx::Class::Schema::txn_do(): problem connecting to "127.0.0.1", port
5582: Connection refused at /usr/share/perl5/NGCP/Panel/Utils/Prosody.pm
line 13 at /usr/share/perl5/NGCP/Panel/Controller/Domain.pm line 90#012)
- prosody and kamailio-proxy are running
- no services listen on port 5582 ($netstat -an | egrep 'Proto|LISTEN")

In addition, i tried a private address instead of the loopback address but
failed (in this case, SPCE tried to reach a service with port 23).

i installed
- spce-3.0
- debian-7.0.0-amd64-netinst.iso over esxi 5.1

any idea?
