[Spce-user] billing CSV Uploads v3.1

Please,
send us the CSV to test.
If it is not possible, please paste here the output from
/var/log/ngcp/oss.log during the upload.

Also, What's the size of the file in  MB ?
Nginx limit is 128M.

Please, try to upload less then 10000 lines in one time, for example
1000 rows.
