[Spce-user] Allow users to call with 1 or without

Hi,
This is related to your Rewrite Rules configuration.
Maybe you don't rewrite correctly calls to 1914111111.

If a client call 1914XXX then you have to be sure to rewrite in the
right way (or not rewrite it at all) this number before relay the call
to the peer.
Please have a look at the kamailio-proxy.log and see where is the
problem. by checking - for example - how your R-URI looks like just
before relaying the request.
