[Spce-user] Sems configuration change denied

Dear All,
We have tried to change the sems.conf.tt2 file into CE version 2.8 but when we run command ngcpcfg apply we got the following error:

Is it forbidden to change sems configuration?If not, do we need special user/pass to do that?
