[Spce-user] SPCE statistcs page not working with Daylight saving change

Just a quick update on what I've found out from doing some digging,

In v3.1 if I manually set the following in
"ngcp-panel/templates/statistics/list.tt" the graphs are generated and
return the correct values:
        var tz_offset = 0;

However when set to the default value of : var tz_offset = [% tz_offset %];
I get the loading symbol and no graph,
If I set the above to var tz_offset = {}; 
I get the graph but no data.

Hope this is of some help as when we go back to BST in march, this will then
be out by 1 hour.
