This is caused by the uniqueness check in the provisioning interface.
You can hack it out, but during the next upgrade of the ossbss packages
the changes will get lost.

Edit /usr/share/perl5/Sipwise/Provisioning/Voip/DB.pm and look for "sub
create_peer_host". There are two "eval", each followed by an "unless"
which check peer host name or peer host IP address respectively.
