Ah, I obviously missed the "trusted peer" part :)

We're going to check that part, it could easily be possible that we 
always authenticate presence/im messages. It's a different issue the OP 
is running into, as he's getting a 403, which could be caused by putting 
a wrong domain into the R-URI or something like that.
