Creating billing data is documented in the handbook quite well:

The web interface will also show some syntax hints if you hover over the
input fields.

If you want to import billing data by file upload, you may also have a
look at the provisioning interface specification (e.g. functions
create_billing_profile() and set_billing_profile_fees()) for a
description of the parameters. The web interface displays the field
order when you hover over the file upload input field.
