[Spce-user] Problem (Bug?) in Billing Fee uploads

I re-read the handbook regarding this point, but the behaviour is not
consistent.
According to the handbook, the web interface removes the regex, but this
isn't the case - only for some formats of regex.
I'd like really to be able to see the full code (including regex) that's
being matched, because that's the only way you can be sure you have a fee
that's correct.
At the moment it's pretty tricky to manage because you're not quite sure
what you're looking at.
