[Spce-user] Incoming call from peer

New request - M=INVITE R=sip:24.221.197.166:5060 
F=sip:025101165 at 217.57.67.5:5060;user=phone;cpc=ordinary 
T=sip:5101199 at 217.57.67.5:5060;user=phone IP=217.57.67.5:5060

This is the line in the log file shows that provider is not sending how 
scpe is expecting so "R" value is not showing any number. And that is 
supose to be callee numbet or identical with parametar "T"(to). Beacose 
i dont have anything in "R" walue call  is not routing at all
Any Help please how to get the value from "T" to show under "R"
