[Spce-user] SIPWISE as SBC

1. Create the 2 sip trunks as peers

2. Enter blank dial rules only in the outbound peer, so every incoming call will route to that peer.

3. Check the peer option "force_outbound_calls_to_pstn" on eacu of the incoming peer's ips
