Martin,
you can only limit the number of concurrent calls:
1) by using concurrent_max_out subscriber and peer preferences;
2) for system-global limit try session_limit setting in sems.conf:

We do not limit call attempts per second, however you could try to code
this using htable module like we do for dos attack protection.
