[Spce-user] Chat and presence SIPWISE 3

We have a problem with presence function, we remove the authorized
check at impresence.cft.tt2, chat runs ok, but we never get presence
status, don't mind if we use xcap storage or not at the client (jisti
2.2.4603.9615)

# conf tip

Copy your impresence.cft.tt2 to impresence.cft.customtt.tt2, look for
the comment

     # checks if watcher is authorized to subscribe event 'presence' ...

and remove the pres_auth_status() check but call route(ROUTE_IMP_RELAY)
always, then do "ngcpcfg apply".
