[Spce-user] No contract balance

Hello,

I found the problem. There was a missing entry in contract_balances. I just
added it manually using:

insert into contract_balances (contract_id, cash_balance,
cash_balance_interval, free_time_balance, free_time_balance_interval,
start, end, invoice_id) values('13','0','0','0','0','2013-09-01 00:00:00',
'2013-09-30 23:59:59', NULL);

Everything looks OK now.
