[Spce-user] Upload Fees as CSV

Hi Marc,
here an example:


".","^35542.*$",out,"ALBANIA TIRANE","-",5.22,60,5.22,60,5.22,60,5.22,60,0


Please be careful:

1. use comma (,) as separator
2. check out double quotes (" ") where there's no need.
