Well, you don't seem to have a billing fee entry in your billing profile which matches destinations starting with 43664, do you?

If you don't want such a tight setup which makes rate-o-mat to stop on missing billing fee entries, put a default entry like "." as a fee entry into your billing profile, which will match anything if no other
(longer) entry matches.

Again, there's the risk of people doing calls to destinations which you can't properly bill to them, but which will for sure cause costs from your upstream carrier (like with 43664).
