[Spce-user] Upload Fees as CSV

I've got this working correctly now.

However somehow my CDRs are rates ~60x higher than expected.

Example:

This is my corresponding rate line:

".*","^352661.*","out","EU-LU-MOB","Luxembourg mobile Orange Luxembourg S.A.","13.44","60","13.44","60","13.44","60","13.44","60","0"

As you can see the rate should be 13.44 EURcent. A call of a duration of 118.9 seconds should there cost 26.6336 EURcent. Rate-O-Mat says 1612.80, which is ~60x off.

What am I doing wrong?
