[Spce-user] E164 to URI doesn't for for onnet calls

Same issue here. When dial a subscriber from  asterisk connected to a
subscriber  in the same domain.

Occurs since  e164 to uri  option was added until at least 2.8 spce .
On sppro 2.8 we have issue too
