[Spce-user] Local numbers being matched to international

Hello, 

I have the following billing entry that is billing local numbers because it is matching the back of the number, can anyone point out to me the error with the entry ?  The intention is to only match international numbers starting with 01139 .

example :
17329171139

is matching this enty.
