[Spce-user] FYI: Package update(s) in release 3.0

Fixes applied:

ngcp-panel:

   * [d2b7aca] MT#4607 Replace UNION by simple OR

This fixes long load times on the call history section due to an issue 
in Perl's DBIx::Class UNION handling, and MySQL 5.5 can properly use 
keys in an OR nowadays anyways.
